Job Description Summary
The ideal candidate will manage multiple project streams and teams, across multiple business units in an effort to analyze, define and complete all data cleansing dependencies prior to data migration milestones. He/she will drive projects to completion, and motivate teams to meet goals. The successful candidate will own the full project life cycles, including leading the data analysis of business data cleansing in the support of the technical and operational projects for pension processing, financial transaction or similar enterprise solution technology systems

Essential/Primary Job Duties & Responsibilities
20% of time completing duties - Plan and implement projects to deliver on agency outcomes within scope, budget, approved timelines, and according to business unit priorities. Maintain open and consistent communications between project teams, senior management and PMO to resolve communication barriers and project issues.
20% of time completing duties - Independently manage projects utilizing SDLC defined work phases and the complexity of a number of methodologies such as waterfall or Agile (Scrum, SAFe); ensure consistent, reliable, and transparency project execution while effectively and efficiently utilizes resources
20% of time completing duties - Lead the data analysis effort to identify data cleansing requirements
20% of time completing duties - Manage all aspects of the project life cycle; collaborate with team to oversee all phases of project to completion; drive, control and manage budget constraints to ensure commitments are achieved within agreed on project milestones, cost and quality.
20% of time completing duties - Partner with internal key stakeholders and external vendors to accurately estimate effort and project milestones to ensure proper resources are in place to provide effective and quality support; prepare and deliver reports and project artifacts


Minimum Requirements and Qualifications
1. Ten years of progressively responsible full-time paid experience supervising or administering computer operations involving a large-scale third generation computer at least 18 months of which shall have been in a managerial capacity.
2. Five years in a data analysis role, preferably in a data cleansing capacity for a pension or financial institution
3. Education at an accredited college or university may be substituted for the general experience described above (but not for the 18 months of managerial experience described above) at the rate of one year of college for 6 months of experience up
to a maximum of 4 years college for 2 years or experience. In addition a Master of Business Administration, Master of Science, Computer Science or any other Master's Degree in Management of Administration may be substituted for an additional
year of general work experience.


Experience
Undergraduate Degree in Information Technology or business related field
Certification in Scrum/Agile/SAFe methodology, a plus
Certified PMI Project Management Professional, a plus
10+ years of proven experience in the discipline of project/program management
5+ Years of proven experience in data analysis/data profiling
Experience implementing projects for pension processing, financial transaction or similar enterprise solution technology systems
Expert in MS Office Suite/Project/Visio
Expert in MS SQL programming/administration
MS Team Foundation Server or similar tracking tools a plus
Government work experience a plus
